[Harc] ARES/RACES Plan Examples

I think this (Sacramento) does an excellent job of explaining how ARES and
RACES work together, and separately. We still need more discussion of the
issues, but if you're interested, have a look at this document. If I find
any other good examples, I'll send them along. I also invited Bill
Hillendahl, our ARRL Section Manager, to talk at our EmComm meeting on
Thursday, November 21. Feel free to let me know what you think about any of
this.
