[Harc] Revised Draft Interim Plan and Mtg Reminder Tonight 7 PM On-Air

Here is the current draft. There were no substantive changes, only a few
typos (thanks to KK6MPV abd KB6NN for pointing them out).  We'll discuss
the Plan and our next exercise at the on-air meeting tonight, 7:00 PM, Far
West Repeater System.
