[Harc] Digital modes in Humboldt on VHF

I also COMPLETELY omitted Packet. Packet is used for computer to
computer contacts with keyboard chats or sending messages & files.
Packet is also used for APRS. Both modes are supported here during our
Monday evening emergency nets. Packet is on 145.050MHz and APRS is on
144.390MHz. I take APRS check-ins from 6pm-7:15pm, and packet check-ins
all day each Monday.
