I would replace:
"These repeaters can re-transmit at power output levels as high as 1,500 watts"
with:
"These repeaters can re-transmit from a mountain top or other high place, enabling the ham to talk with others farther away than would be possible with the handheld by itself."
The reason I say this is, for some readers, 1,500 watts might sound dangerous to them, and some might think they need to back away from the ham using a handheld, not knowing the handheld stays at the lower power level.  Too many words, but I am often that way.  Apologies around.
