So, if my GMT/UTC/ZULU time is correct, this starts 4:00 PM PST THURSDAY afternoon? If so, I plan to be there around 7:00 pm for a few hours.

This is easily accomplished simply by going in using a reverse frequency setting, i.e. TX on 147.445, RX on 146.445. The node is located at the Mad River Radio studios on the corner of 7th and I Sts. You should have no problem with access. Pl is still 103.5.

If you would like to participate by operating from the Nation Weather Service, Woodley Island station WX6EKA, just reply to this email and let me know what hours you would like to operate. For Technician Class Operators there will be VHF activity on IRLP as well as HF under the supervision of a General (or higher) Control Operator. Sorry for the short notice but the opportunity is here, so please send me your responses as soon as you can. Thank you.
