[Harc] 3030 Repeater

A repeater running on the old HARC mobile frequency is set up at 3030 L St
in Eureka.

Repeater is aet at 146.850, -.600, tone 103.5.

The antenna is set to be replaced soon and ultimately be installed on the
water high tower.  For now it’s on the building.

That location should provide 100% up time on power with multiple back up
options.  There is some fine tuning still left to do but it’s up
and running.
