[Harc] Earn Money for HARC at Taco Fest 2024

Just to clarify on how donation is working...

Money will be donated to HARC and *not paid directly to any volunteer*.
Funds will be disbursed through the Humboldt CERT Coalition to each CERT
team and HARC.  Optionally, HARC volunteers can specify a CERT team if they
choose.
