[Harc] Draft minutes from January meeting, for review.

Again, I'm getting these out for your review at the last minute. :-(

I have a few questions, which are in red text in the minutes:
- Was Don Nelson present at the January meeting?  My roster doesn't show 
him, but some topics were discussed which he sorta "owns".
- Was there a report on the status of our repeaters?  I show not, but am 
unsure.
- Someone spoke about a GMRS repeater in Blue Lake.  Who was that, and 
what, exactly, did they report?
