[Harc] meshtastic useage, settings, etc

Hi.  If you're not a local meshtastic user, please ignore this email.
Following our working group meeting at David's, I have reconfigured my 
rooftop device to act as /router/.
We hope this improves the connectivity of our local devices, but there's 
always a chance that it will make it worse for some.
Please let me know if you notice/observe any changes in how well the 
local mesh works for you.
