[Harc] Draft Minutes from meeting of April 1st

Hi.
I lost track of the time, again, and am barely getting this out before 
our meeting.
If you were at the April meeting, please take a moment to read these 
draft minutes, and provide your comments.  I especially need additional 
information about key points from Lauren Schmitt's presentation, and any 
additional information from Gene's mention of "Ready Eureka".
