[Harc] Power Shutoff Community Resource Centers

Here's the latest list of CRCs where charging outlets and other resources
will be available as indicated. This came from the EOC Manager for this
event and is approved for distribution.

As a reminder, amateur radio has not been activated for this event. Please
do not self-activate nets. Monitor your local simplex frequency (see below)
and the Far West Repeaters. I'll be on the air at 7:30 tonight, 10/26 to
repeat this announcement. Please limit use of the Far West system to
conserve battery life for the link. Feel free to use simplex frequencies
and the 444.400 repeater to share information, chat, etc.
