[Harc] Lightning & Monday Emergency 440 Net

With lightning in the forecast through Monday evening, and as NCS for the
Monday Night UHF 440 Emergency Net, I recommend that lightning in the
Humboldt Bay Area during net time cancels.

My antennas & power are disconnected now as it's supposed to start soon.
