[Harc] Draft minutes from our meeting of 4 June, 2024

Hello, HARC members.

I apologize for getting these out so late that there is no time to 
comment before our next meeting.
This will be a draft of our minutes, until after the July meeting, so I 
can incorporate any changes presented at that meeting.
I will bring 3 copies of this draft to the meeting, for circulation and 
review.
I encourage you to closely look at these, because the mic on my phone 
was set so low my recording was very poor quality, and I probably missed 
some things.
