[Harc] draft minutes from 5 August

Here are my draft minutes from our last meeting.  Please review them and 
offer your thoughts, corrections, etc.
Once I have your input incorporated, I will finalize this draft for 
approval at our September meeting.
I especially need confirmation of members who were present via Zoom.  
Also, I did not write down the name of the 911 dispatcher who made the 
great presentation.  (So, someone please provide that, lol.)
