[Harc] draft minutes from our May and June meetings

The draft of our May minutes was already circulated, but not everyone 
received it, so we deferred approval until our July meeting.
I thought it might be helpful for members to have both sets of 
not-yet-approved minutes to review, so I'm sending you both the May and 
June drafts.
Please look them over.  If you attended the meetings described, please 
offer any corrections or additions.  Especially, I need help on any text 
that is in red.
