[Harc] Winlink Gateway Status

As Dave K6WCE noticed and reported, the VARA portion of my VHF gateway 
is not working.
I tweaked settings and worked on it for hours.  At one point, neither 
VARA or Packet worked, but I got Packet back online.
I am still not sure what's wrong with the VARA "side" of things, but it 
seems almost like VARA & Packet are trying to use the same com port.  I 
will contact Winlink tech support, tomorrow, and keep trying to get it 
working properly.
