[Harc] Update to BEACON starting time for 3030 L Street tomorrow morning.

Hi.
So, it's kinda funny how much information a group can disseminate, 
without clearly answering important questions.
However, after reading, and re-reading, the official BEACON schedule 
several times, I think we don't need to be in position until 9AM 
tomorrow (the 30th).
I have been telling folks it would start about 0800, but please don't 
rush to be there by 8AM.  I will still get there about 8, in case some 
folks don't get this message and show up then.
So, I will see some of you then!
