[Harc] SKYWARN Weather Spotting Training invitation from GregWaters

Ryan Aylward of our local NWS office conducted this training for us several years back at the Muni meeting room.  There were about 5 of us there.  I needed the training to meet ARRL EC-016 requirements.

Howard, this would be a great workshop topic.  The presenters were open to doing club presentations if we couldn't get our local NWS office to put one together.
